Ok guys I got a laptop from a close friend some time ago (Chex and it was a powerbook g3) it came with a really nice Background that I had never seen before.
Some how I lost it long ago and I have been looking for it ever sense.
I found this and its close to what I remember the anime BG looking like.
The character in it was in what I think was a Purple Dress no legs that I remember and holding a fairy... I really want it back. (And to know what it is and what others I might like)

Its really sim the arms and way it looks was like the picture I am looking for only the character was obviously different.

Thanks so much. I wish I just had a starting place I have tried the artist listed and just bring up a few other photos but nothing saying a possible name nothing.

dont know what anime thats from but it does look a little familiar. . . . .
Even at Minitokyo no one seems to have an idea what this is from... lol if I had never lost the photo it would have been much easier
