Weird problem (Desktop options disabled)

I have a pretty weird problem, and me and my dad can't figure out how to fix it (My dad's a Tech for the military).

The desktop options to change the background on the computer seems to be disabled. and a background as been placed there that I think is a blatent advert for something.

I'm compleately stumped and I need a solution that doesn't involve formatting the Harddrive, cause this is my parents computer and my mom has too much work on it.

goto C:/Windows/Resources/wallpapers/ and delete that file..

I did what you said, it was an HTML file, but The desktop properties are still disabled.

Points to LenMiyata. That was my first suspicion. Whenever something basic stopes working on my machine 90% of the time it's Adware/Spyware/Malware. Don't forget to try removing all of it. Just one or the other doesn't hack it. If you have one you're going to have the other. Also alternate running the removal programs multiple times. Sometimes the programs can't see something until something else has been removed.

I'm neurotic when it comes to spyware, and I have all the major spyware programs on my parents computer, and they don't fix it

Have you tried the 'Repair' option on your Windows XP installation CD. This will preserve your applications and user files, but if you try this route, you will need to hunt down and apply all the security updates since your installation CD was issued...
