Photoshop is nice allright. For making wallpapers and signatures Photoshop
Elements should be enough, but I personaly recommend CS or CS2.

What program(s) you'll want to get depends on what you want to do. For the most part, Photoshop will suit your needs, unless you want to work with 3D or want to do purely vector-based imaging.

Photoshop if you can afford it. Illustrator for polishing. Both will run you alot though.
I hear Gimp is really good though (for free).
I've look through the Photoshop, it's SO COMPLEX!
