Photoshop is pretty good but u need to buy it to use it. But it's worth it, once u can example around with it. create stuff.
Cost has always been the issue with Photoshop, but I use it each and every day so for me it was not a tough decision to go with it. Gimp has a lot of similar features but it is not as easy to get the same results you usually have to mess around with it to get it to perform up with Photoshop.
Also I would recommend a good Wacom drawing pad, this tool has saved me countless hours in design and scanning time.

Photoshop CS is quite handy... ^_^d
though it will always depend on the artist... on his preference and familiarity with the softwares he or she is using.. ^^V
Since a lot has already said programs that are good to use in creating walls, I just want to post to cast my vote. Well for me I use Photoshop 7.0 and Image Ready 7.0 in creating walls. They are good ones..

am currently using Adobe Photoshop CS .. ver. 8.0 same goes with Image Ready
i used to use Adobe Photoshop 6.0 and Corel Draw 9.0 and I used to work with Paint Shop Pro Animation Pro for those animated avatars and sigs..
as I have said before... the software would greatly depend on the artist... how familiar is he/she with the program ...
