Photoshop CS here. There are other programs too, but the ones that comes near are mainly Coral Paintshop and GIMP.

haha, anyway... i use paint becuz it's the only program on my computer that can do such things...
^_^ i think it's good becuz it helps on the creativity of the idea, which hopefully over rides the poor quality!!!
but then again, i'm not that skilled in Paint, some have been known to make masterpieces on such programs...

Paint Shop Pro for sure, PSP has unlimited layers, beautiful effects, and customizable color palletes.

For this kind of stuff I use PHOTOSHOP 8cs and GIMP. Sometimes COREL.
