Whats the deal on Dual Accounts?

Pryoro Pryoro admited to me that he is also PrinceKwan I did a check and the IP addresses do match can we ban one of the accounts?

I think hes using the account to be able to double post in a topic go get "Top Poster" on the board

I'm almost sure they are not allowed to use more then one account.
