Concerning b: We know that Hussain had access to several tons of "yellow cake" which can be refined for nukes using a centrifuge machine. He had the plans for such and if the UN had become laxs enough had the ability to make one. He was known to be trying to buy more. More importantly when Dr. Mahdi Obeidi, who had run the nuclear centrifuge program, was captured in Baghdad he handed over both plans and some actual parts he had kept buried in his back yard waiting for orders to use them. In his own words "I had to maintain the program to the bitter end." The point was to prevent Hussain from accomplishing that.
As for your second question it is not that simple. But then it rarely is.
