Alright time to make some magic!
---------------------------------------
1st step: make a new image or crtl:n
500x500

2nd step: Fill entire image black

3rd step: Filter-REnder-Lens Flare
brightness 100%
50-300mm Zoom
Make sure it's directly in the center
SO FAR:

4th step: filter-distort-polar coordinates
Rectangular to polar

5th step: Edit-Transform-rotate
90 degrees CW

6th step: filter-stylize-wind
method:wind
direction:from the right

7th step: hit crtl:f

8th step: filter-stylize-wind
method:wind
direction: from the left

9th step: hit crtl:f
SO FAR:

10th step: This is probably the hardest part
get the big fuzzy brush by 65, and erase as
much black without touching any of the light
you can move it over some to get the edge
of the light
'Disregarded the white smudges in the pic, where there is no background it shows up like that'
SO FAR:

11th step: open the picture of the moon or
whatever u wnat to use.

12th step: on glare image Ctrl:A , Ctrl:C
move over to image of the moon Ctrl:V the
glare im on the moon picture on a new
layer.
13th step: set the glare on the layer pallete
to Screen.
SO FAR:

14th step: duplicate glare layer
rotate that layer till the wind lines face
upward
15th step: Set the duplicate layer to color
dodge.

UR DONE!!!

if someone else has made a tutorial like this, then i give them credit for figuring it out too. just in case >_< there's so many tutorials out there but i did figure this one out on my own lol.
