On a personal view, i can't see how they can except this in exam situations. If they really want to see more people not writing properly then so be it. But i do have one question about it all....
What happens when the apply for a job in another country, surly they will look into the persons grammar and punctuation to see if they are suitable for the job. If they submit a paper with vowels missing and no punctuation, its not really going to score them high points.

Well, to what I see, if these "shorthands" are to be used, it does partially defeat the purpose of it being an exam. A test, quiz, or exam usually is meant to show what you know, correct? Problem is, if you're using these shorthands, 1. You look a bit more stupid. 2. We don't know whether you can actually type/write in English. 3. It just looks plain weird when you look at it.
Oh and leet will be next, we wont even be able to use all the letters anymore we'll use dashes and numbers. 733t teh 8o(V)8 1111
