Who's at fault? Cops or Neighbors?
So, this is what I read on Yahoo! News:

Questions arise over how kidnapper went undetected - Yahoo! News
Basically, a registered sex offender and known as a possible kidnapper/serial killer has committed heinous acts undetected for 18 years!! EIGHTEEN YEARS!! HOLY CRAP!!
Thing is: His neighbors knew he was a registered sex offender. The children of said neighbors knew he was a registered sex offender. Yet, an 11 year old girl he kidnapped lived in his house for 18 years and bore two of his children!!! The cops new of his past and when they were called to his house, they completely overlooked the fact that he may still have the potential to kidnap, rape or kill someone.
I want to know is your opinion on this. Who do you think should be at fault when a criminal such as the man in the article goes on 18 years without being caught? The police, or the man's neighbors? If you want a safe neighborhood, you'd probably think that you'd want the police involved. I know I would. However, they're not just gonna hover around one spot for eternity. You have to make the call to have them respond to the issue you're concerned about in your neighborhood.
But, at the same time, if the cops ARE called and they know they have record of a sex offender and they know they're goin' to that guy's house; wouldn't it only make sense they do a bit of investigating? It was stated in the article that the cops almost had a chance of rescuing that 11 year old girl while she was still at that age!! They let her AND the criminal slip through their hands! So, now she reunites with her family at the age of 29. WOW! I'd feel like I was at fault to a certain degree if I lived on that block. But, after consideration, I'd have to say that it's the police who have slipped up. They had him! They could've prevented that girl from having that sicko's kids! They could've made a difference.

First of all every sex offender and rapist should be shot dead. Secondly I would say it's the cops that are at fault. They know this guy is an offender and it seems like they expect him to live quietly and sex offenderless......ya. Anyways, what they should do if killing them is too extreme, at least keep their activity monitored at all times. If law enforcement did this in the first place, sex offenders would not have the chance to do all of these horrible things that they do.

Call me old fashioned but I blame the rapist sex offender for causing a lot of these problems. I know this seems like a wierd perspective but it is mine.

I hear ya, but people like sex offenders and rapists are most of the time people that can't be talked into reform thus they continue their life of cruel and evil acts against humanity. Blaming the offender does make sense but it's not worth it, because this is a person that will surely not change.

For that matter, you can blame the California Tax Payers for not willing to accept a higher tax burden, as the California State Parole system is notorious for being under-manned and under-funded...

Agreed. The cops knew the guy had a history of being a sex offender and they just swept all that info under the rug. Funny thing is: Mr. Sex Offender was under GPS monitoring the entire time he was living there and nobody knew what he was up to! WTF? How does a man get away with such heinous crimes while under surveillance?
