Name that Anime!

This is a re-creation of the last thread...for clean up purposes a new one was needed. SH had the last clue so I will repost his:

Sasurai is too busy. We should either:
A.) Flood his inbox with spam to get his attention to add more hints.
B.) Choose a different anime and ignore him next time he posts in this thread.
C.) Make up our own hints and the next person who guesses wins.

I have no idea what this anime is. Wish we had images. :3

Well...that turned out well. I'll try one that people could maybe get.

In the future, earth gets ruined and the people of the moon build a really huge, huge domed city. The main character comes into play as a racer who races against other street gangs of sorts while later discovering more about the giant moon city...lots of Cup of Noodles, too.

It's not mecha and if you saw the character designs, you'd know what great anime creator was involved in this anime. It's an OVA, too.

Well it doesn't seem anyone is going to get this so without using Google I will give my answer. I do believe the series is Freedom Project commissioned by Nissin Cup Noodles for their 35th anniversary. The 6 OVA series was created by Katsuhiro Otomo most commonly known for his other OVA's Akira and Steamboy. I own all of the aforementioned OVA's. Please do let me know that I am right. For those wondering SasuraiHell told me the answer to his series was Black Lagoon.
