Well back to the point about neji turing of the sands chakra....
Gaara places probably about all his chakra into his sand to use it, im guessing this because he uses his sand for offense and defense, so there would be no reason for him to keep much in reserve. So, I believe if Neji COULD some how use his palms to lock the chakra in the sand, so it would no longer be controlable by Gaara, then Neji wins, but that chance alone stands very low for Neji's victory.

i think that gaara would also win because neji would never be able to get close enough to gaara to use any of his ablities and even if he could get close enough the sand would just block it though i dont no if theyd b able to fully stop the chakra blows

Well, as far as I've seen, there really is no way to tell for sure. Betting on Gaara is not a sure thing, as Neji not only possesses some ranged abilities (yes, he does. He uses one against his clone and an Akatsuki member), his Bloodline and that somewhat unique style of martial arts, but his true potential remains yet to be seen.
As for Neji being unable to stop/dodge the sand... Let's assume that he can not dodge it, isn't he still completely able to blast it away with his defence (the top-like chakra spinning) or some other move, like the attack he used against one of the Sound ninja's spiders.
Then there's Gaara's sand armor. Needless to say, Neji can punch through it.
To finish things off, don't compare them by their rank (jounin vs. kazekage), Naruto is a genin and can fend off an Akatsuki member.
With that said, I'll leave you to ponder your opinions, mine is a stalemate
Neji would lose because there is no way for him to get past the sands. He also doesn't have the speed to dodge Gaaras attacks. He might last sometime because he can see 360 but he will eventually lose.
