JEM is supposed to be American. Why does she have pink hair? Why does Noodle from Gorillaz have purple hair? Why do teenage girls dye their hair blue, orange and pink? Why were Rainbow Brite characters always in color-coded outfits?
Bright colors are attractive to children, it makes differentiation between the characters simpler and makes for more attention-grabbing merchandise on store shelves. Blonde hair and blue eyes on a cartoon character doesn't denote "caucasian" to a Japanese viewer any more than blue hair and red eyes does. It's animation. It's fantasy. It's not real...
A majority of animation series using this "multicolor" technique are either:
- marketed (in whole or in part) to children
or
- derived from dating-sims, harem manga, fighting games or pornography in which there are huge casts of similar looking characters who need to be differentiated easily by color-scheme
Most realistic, adult-oriented series of late do not use the "unnatural" hair colors to excess... generally when they are used it's to denote a difference in race/ancestry/etc.
note: dark blue and purple (usually in highlight) are actually considered viable colors to represent "natural" Japanese hair (since black is often percieved to have a blue or purple sheen to it)
Japanese people DO dye their hair by the way :P Even little old ladies walk around with blue and purple heads... it's very strange.

Sakura and Tayuya have pink hair.
Anko has purple hair.
Sasuke, Konan, Kisame and Hinata have blue hair.
Nagato/Pein and Juugo have orange hair.
Zetsu has green hair.
Hidan, Mizuki, Suigetsu, Kabuto and Kakashi have silver hair.
Kimimaru and Jiraiya have white hair.
Karin and Kushina have red hair.
Plus alot of other people besides Naruto have blonde hair.

-Inoichi
-Deidara
-Tsunade
-Temari
-Yugito
-Minato Namikaze.
So in the Narutoverse hair colour doesn't really matter.

the more i think about it the more i think that the coloring also helps define people. have you noticed those with black hair are more serious, those with blond hair are louder and grab more attention, the silver haired people seem to be really good at what they do and have a sense of experience. and the random haired people are unique.
I think your theory may have a few flaws.
Not all black haired people in the Narutoverse are serious eg Obito Uchiha wasn't really serious at all, in fact he was very Naruto-ish, Might Gai and Rock Lee both have dark hair and well... (Flames of youth anyone??).
Inoichi, Temari, Minato and, Yuigito were some of the most serious looking characters out there and they're all blonde.
For silver haired...well Mizuki wasn't very experianced or good at his job as he not only tricked an academy student but was beaten half to death by the same student (Naruto). And Kakashi (As awesome a character as he is) was a pretty crappy teacher. He thought his students one thing. One thing, and then sent them off to fight in the chunin exams when their team work was at an all time low. Not exactly teacher material.
Though I think your spot on about the people with really random hair colours.
Sakura -even though she is your average fangirl- has the whole Inner-Sakura thing goin' on and she's like a mini-Tsunade. Kisame is like the only fish guy out there, Zetsu is a plant and Konan can turn herself into paper.

I think its just to give the character style. i mean Sakura has pink naturally colour hair, i dont think she from a different country bcause of it.
