i would think neji because sasuke hadn't developed Chidori or the Sharingan farther yet, and Neji has the 64 palm and the rotation.
well to say in honest truth neji is good but because of th shringan and becuase he got training from kakashi sasuke is way better and more skilled im sure of it..

oooooo,thats a toughy.sharingan vs byakogan.in shippuden,obviously sasuke but in the exams,that would b close.............i really dont know.either one of them could rise victorious.
this really is a toss-up! chidori can be countered by that rotation and byakugan can give an advantage on strikes and chakra control but sharingan on speed and reaction time.
Ok, please pay attention. Neji would own sasuke at any point in the show. Think about it. First off you might say that sasuke could read neji's movements, this is false. Neji uses gentle fist taijutsu, in other words cannot be copied. Secondly nejis rotation is impenetrable even by a chidori. And thirdly someone said nejis speed was not up to par with sasuke. Once again this is untrue. Neji can detect, block and counter any attack within his range of vision before the opponent could even react let alone see it coming. Once more while in his 8 trigrams attack his speed is equal to that of lee's. This coupled with ultimate defense proves that neji would desimate sasuke.
