Naruto is the obvious one, however in a none direct way sasuke has made many mistakes and has overlooked many things, making him ignorant as well. sakura has drowned in a sea of pointless infatuation, and it has made her braindead too. ugh.
rock lee and gai are merely eccentric and odd, not retarded(they have their moments though)
kankuro is a mere side character to gaara and orochimaru is just weird.

I disagree with Naruto being the dumbest, I would have to say that reward would have to go to sasuke for going to the dark side.
