Hmm... I can't decide.

Either Sakura or Tsunade. Sakura has gotten a lot stronger. And Tsunade is the one who thought Sakura all the techniques that she knows... and they're medical ninja skills are awesome.

I'll go for both.

In terms of strength as in physical, I would have to say Tsunade, but Sakura is definitely someone who will eventually surpass her. It's only a matter of time.

Ino has proven to everyone that she is absolutely useless. In the fight between Shikamaru's team and Hidan and Kakuzu, all Ino could ever do throughout the entirety of the battle was possess a bird for the sake of surveillance prior to the battle itself, watch everyone fight while standing in the sidelines creating unnecessary commentary [only necessary to the kiddies] like "ZOMG THEY ARE USING THEIR IMMORTALITY TO THEIR OWN ADVANTAGE!", and then finally, in the end of the battle, she reveals to all that she knows emergency medical ninjutsu which ultimately makes her a pale imitation of Sakura as well as reaffirming Kishimoto's hilarious discrimination and sexist prejudice towards women by making all female members of all ninja teams into the field medic.

Sakura, being Tsunade's apprentice, of course she would know medical ninjutsu. Even Rin from Kakashi's original team was the appointed field medic in her squad. Even friggin' Karin is the apparent field medic [as well as bloodhound/tracker] in Team Hawk. Despite their actually being male nurses, medics, and doctors being seen sporadically in the series, it seems that Tsunade's political fight to install one field medic into every single team from then on automatically doomed the female population of Konoha [and the rest of the Naruto world] into being ninja nurses.

When we see Konan perform emergency medical ninjutsu on Pein, everything will fall apart.

If you're talking about in Konoha, then I definitely say Tenten. In the first season, I say she is most positively the most powerful girl in the Leaf Village. Whether or not that's because she has an extra year of training, I don't know.

On a wider selection, I say without a doubt, that Temari is the absolute strongest. Her mind is almost as brilliant as Shikamaru's, and her wind techniques are deadly. Compared to Sakura and Ino, she could be Hokage. And she's confident, so she won't doubt herself when she's attacking. I personally think Hinata is strong, but simply too doubtful of herself to become powerful.

Keep in mind I'm talking about before the time skip. I haven't watched shippuden, so I don't know who's strongest.
