They're both way to inactive in my opinion, but Kisame makes a better villain, he fits it well with his shark like looks.

I agree that Kisame fits the look of a better villan also Itachi seems like he is starting to help naruto after he told him something in the forest then let him go.
Kisame definitely, the reason behind this is because year after year Itachi is going blind. Lol what will happen when he can't see completely? Kisame will cut him up into pieces, not to mention his chakra capacity is the greatest amongst the akatsuki.
