Goku was sent to Earth before planet Vegeta was destroyed so the fact that the planet was destroyed or not would not affect the way he was raised and trained on planet Earth. However, The line of enemies that came to Earth would be affected. If Freiza didn't destroy the planet you can bet he would have enslaved them all. They would just be apart of his army to go to war with. Furthermore, Raditz was sent to Earth by Freiza to look for the dragon balls. He only sent Raditz to survey the strength of the planet and get information on the dragon balls. He would still have been defeated by Goku and Piccolo but the moment that happened Freiza would have sent the entire army after them. He would have defeated everyone except Kami because everyone knows if Kami dies the dragon balls disappear. Basically the series would have been very short and not really worth watching.
I think that Goku would be the same because he was sent to earth before and would still grow up being a good guy and the only difference would be that after the first saiyans came and were defeated more saiyans would come and then the show would resume the original path.

why did Vegeta just wish his planet and all saiyan back to life
hmm I think he wouldnt have been the same he maybe had been killed by the sayajins or rescued or maybe they never even had Conquered the earth and he had just been an average strong guy like strongest on the earth but not in the universe
they still would have been the same i belive but they would probably have new allies with them that r sayians and they would make new friends. these saiyans would most likely be as arrogant and foolhardy as vegeta but im sure that they would have come over to goku's side eventually.
