Well, the reason he has talons could be that it was a unique mutation. I read about how the furs of each Zubachii was unique. What if it's an extension of that, considering how change comes from mutation that becomes evolution? The experiments that were done on him and his "kin" aggravated such mutations and each gained unique abilities because of it?

Well, those that run Mars City do have their classified operations(so, I've read), so he could've been a failed military experiment run amok.
Plus, Sci-Fi humans always seem to have some "skeleton in the closet" that makes dealing with other species tense
