If your saying that your character can't exist then make him a kid at the time and then a few years later he can be a teen or whatever.

But, lets not forget there is the Kage's main advisers which is two of them. And then there's different divisions such as ANBU and etc.

By the way who is going to be playing the other nations?

well if push come to shove i may need everyone to help out on that if possible. But still i need one more person to even start so that gives plenty of time to set things up.
