Ehhhh I don't remember anything to do with Hitsugaya being mentioned in the Renji vs Byakuya fight... but just as is shown, Hitsugaya's zanpakutou doesn't change shape in shikai, but it does gain the ability to "direct" a dragon all over the place, in the same way Byakuya directs his um, cherry blossom petals (except that those are made up of Senbonzakura, while Hitsugaya's dragon is not made of his zanpakutou).

yeah his bankai is ice wings and a tail his is a weird one because it doesn't change shape but in bankai neither does tosen's

Wrong...Hitsugaya's Zanpakutoh does change a bit in Shikai form.
On the end of the Zanpakutoh appears a chain witch is then connected to another blade.(you can see this in Toshiro's fight with Ichimaru Gin.)
