Well, using your arguement, practically all television shows are porn. Look at the women of 'Charmed', or 'The Next Top Model'! My gosh, that's cleavage! They're being promiscuous! And that is way too much leg to be shown on primetime! Porn! Porn! Porn!
The issue here is the definition between 'fanservice' and 'pornography'. Sexual fanservice is sucessful in drawing an audience. Simply denying the characters any sexuality would make them seem 2D - fake and unreal to the audience. This would cause difficulty in making an audience relate to a character, which is what makes them care, which is what makes them watch.
The trick they use is to put the audience in a position to interact with the characters as they would in real life. If a young lady with a noticable bosom approached a member of the general public in real life, where would their eye automatically go? You see a young girl in a inappropriately short skirt - what do you automatically think? By understanding this attraction and exploiting it, 'fanservice' is created.
The dictionary definition of 'Pornography' is as follows:
'Sexually explicit pictures, writing, or other material whose primary purpose is to cause sexual arousal.'
'Fanservice' does not provide sexual arousal (and if it does, that person has an extremely overworked libido, and should probably see a doctor). It provides another dimension to a character, so they can be observed from all frames of reference - feminist, sexist, etc. Often their reactions to being placed in a sexually compromising situation speaks volumes about their personality.
In addition, it keeps the audience interested. Have you seen 'Digimon' or 'Pokemon'? Children's anime, containing no fanservice whatsoever (already proving that not all anime is porn). While this entertains a young audience, older people aware of their sexuality and the complexities of life and love would find such a sunny, glossed over anime to be lacking in depth and maturity. Fanservice provides this.
Fanservice is simply an indication that anime moves with the times. As we grow up and out of our 'Digimon' and 'Pokemon' phases, so anime evolves and caters to our new ideas and view points on life.
