i'm not sure but if you saw it airing on TV around that time, you should probably check the anime that have been ongoing between 1997-2000. it sounds like an action/adventure genre so check those anime first. then look for the ones that involve killing and aren't very futuristic. read the summaries of the anime you think could be the one you're looking for or look at pics of the characters. ummm that's about all the advice i can give you since most of the anime i've watched haven't aired until AFTER 2000...
oh and another thing! the anime you're looking for probably doesn't fit the supernatural/magic genre either...
