I think that's only a figure or just a toy made....I think that's not a character from any of an anime....

she looks like a character from secret of mana III

My closest guess - it's an anime version of The Little Mermaid's main character... uh-oh, I've forgotten her name. From what I know, there were a few versions of The Little Mermaid released in Japan - it has been adapted into animated films more than most other Western fairy tales. An example is Maho no Mako-chan (Magical Mako-chan), though I doubt that's the anime you're looking for.
