What are some titles that are so overly rife with fanservice, it might as well be an H title?
Girls Bravo- She gets off on a banana, that should be enough. But every other scene is always "Oops, I tripped and ripped your towel off." or "Oops, I tripped and accidentally buried my face between your legs" whatever. There really isnt much to keep it from being an H title, except actual sex.

I have one that always comes to mind.
Kimi Ga Nozomu Eien. Not surprising, considering how the anime was derived from a Hentai game. Not much fan service, but the theme is very adult (not dirty adult), with scenes of sex and implied sex.

Well. Obviously Love Hina. It was made to be a harem thing, but not an actual hentai. Oh the laughs... I remember it well. I watched that thing back in the day, and actually enjoyed the story more that the weird encounters.

Now if you really want a Ecchi Adult themed romantic comedy series, there's an OVA called 'Golden Boy', which follows the adventures of a college dropout (who left college after challenging all the courses the college had to offer) and his love them and leave them encounters... (And for a college geek, he scores amazingly well...)
yea golden boy, loved that anime... But an anime that was not rated hentai...umm...tenjho tenge ??? didn't know what's the rating for that...
Another good example of this is Ikki Tousen.
So much fanservice but not Hentai. They're walking a pretty fine line in that one.
