The story is set in a parallel Japan, in the 1950s, and focuses on a member of an elite team of cops. They have been fighting riots in the streets as well as suicide bombers dressed in red. The main character who I have left nameless is confronted with one of the bombers in red and hesitates to shoot because it is a little girl. She blows herself up nearly killing him. He is used as a scapegoat for the incident and is sent back to the military academy. The story precedes as he contemplates whether he did the right thing or not.
