it's not, just inspired actually. to be an anime, it has to be created and shown in japan.

The generally accepted definition (outside of Japan) of Anime, is Animation written and targeted for a Japanese audience. This would classify 'Teen Titans' and the original 'Powerpuff Girls' as a Anime inspired US Cartoon. Even if the series is animated by a Japanses Studio (e.g. 'GI Joe Sigma Six' made by Studio GONZO, or 'X-Men Evolution' animated by Madhouse Studios) isn't by itself enough to be considered Anime. Its the intended Japanese target audience, (and the Animation qualities that they expect) that makes that classification...

The actually meaning of anime is an artistic medium, ergo anything done in that medium would in fact be anime. In that case yes Teen Titans would be an anime.
However fans like to come up with many other meanings for the word, which are accepted so by those definitions it's hard to say really.
I think it is an anime, it is done in the medium, it's very easy to see it's inspired by the Japanese anime, so sure it's anime
