I agree with Legend. It has to be either tofu or even soy! They make soy burgers in our world, why not their's! I'd hate to think that they would butcher other pokemon for hamburgers...maybe they use pokemon like tauros as meat when they break their legs and can't fix them or can't heal other pokemon instead of letting them suffer...
This is a prefectly circular topic, we could all raise points here that would make perfect sense but that's as far as we can go. I don't think that there's a person who could give a "real" answer to this one. Even the creators themselves wouldn't be able to, even if they could i'm pretty sure that they're just making it up. Pokemon isn't really a detailed show, it isn't the kind of show that gives emphasis to the tiniest detail.
So just for the topic, just because they have burgers doesn't mean that their burgers are just like ours -which is usually made of meat-. For thos who have said that the burgers are made from tauros meat, yeah why not, just because they're being kept as pets doesn't mean that they aren't gonna be on their master's dinner table. Pikachu won't eat pokemon? Yeah why not again, but hey that critter is a mouse, mice eat almost everything don't they?

There has been episodes where they show conventional (and normal...) pet cats, and of course people aren't pokemon, and the vegetables they cook and eat aren't grass pokemon, so it can't be ruled out that there are other 'conventional' flora and fauna in this Anime reality...
Then again, they just may be importing those burgers from Argentina as far as were concerned...
