Full Metal Panic Fumoffu is hilarious, but seeing that most people watched it for the mecha and action following up from Full Metal Panic and this one was more focused on comedy, I dont think it was as successful.

as far as ones i've seen, i'd have to say Excel Saga. That show is absolutely random and insanely funny. every episode is adjusted to fit a different anime genre, and there's almost no plot to it, or at least not a progressing plot. it's just... random...

i think the funniest manga i've ever read would probably be Ranma 1/2

i think all anime has comedy elements like Tenchi Muyo, Puni Puni Poemy and Excel Saga
