Well i didnt have a lot of time, with all the parties and all (xD), but i was able to save enough time for me to make three of my genuine banners!

What it means is the right edge needs to be a solid color so we can place that same solid color under your logo, the underlay color will allow the banner area to appear to stretch as the browser is sized up or down while still looking nice (for example with a change of resolution from 1024x768 to 1600x1200)

The way it works is we take the banner

I.E.
Current Banner:

Place a repeating image under it
Underlay image:
http://www.animeonline.net/images/ba...-skillzpay.jpg

And end up with this:
