This is a (not-exceptionally well) photoshopped image. I own quite a bit of the original material the images were taken from. My guess is that it is the cover to a bootleg hong-kong DVD collection or a "teaser image" on a website that was constructed as a placeholder before the original came out. It's also possible that it is fan-made specifically for the purpose of freaking gullible people out.

I assure you, there's no 2nd series. And if there were, it would have aired and been released in Japan BEFORE an English-language "box set" were made.

don't think it's fake:

-why are there only shadows on a few characters and why are they all from the light hitting at different angles?
-why is only Al drawn in manga/movie-conceptart-style?
-why is Heidrich flat? (he's paper-thin if he's wedged between Ed's leg and the leg of Ed's chair)
-why has Roy been demoted?
-Havoc and Roy are wearing identical uniforms, but the fronts are reversed... one has obviously been flipped (Roy's closes on the right, Havoc's on the left)
-if Heidrich is on the cover (in artwork identical to his movie concept art) and Ed appears in the same pose and outfit as he wore on the promo booklets for Shamballa, it would follow that Shamballa has already occurred: but Al is on the cover with his markings from the end of the tv series and Roy has both eyes... and why is one of the characters on that box alive at all?!

Fake as hell.
