Judging by the lack of Anti-Aliasing on the text and pencil like appearance of the image, I would have to say no.

Most if not all professional manga and comics are penciled THEN inked, this includes drawings and lettering.

Yeah Imma think the same way. But of course I could be wrong but it looks like a random drawing though.

It looks to real to be a random picture look at the Art Work its to good. 2nd pencil marks aren't that dark and if they used pen first thats just weird.
