That is the number of people that are allowed to have that power. So nobody else is allowed to have the blades power, and 2 more people can choose water for their power.

hey man i just wanted to ask what are numbers about for the powers in the rpg you made infamous is it. I dont got a p3 to play it so i don now if its part of the rpg so like water is 2 and blades are 0 want is that?
